New York Accuses TikTok Of Testing Teenagers With A Nonworking Safety Tool

Officials say the company tested young users with a safety feature that did not work.

State officials in New York are suing TikTok over alleged deception of its younger users. They claim the app maker gave some children a fake safety tool during product tests. This accusation is part of a broader legal battle involving more than two dozen other states. Many agree that the platform was designed to keep kids using it for too long.

The feature in question is called Algo Refresh and it is meant to reset recommendations. Users can click this button to stop seeing unwanted videos on their screens. In the experiment, some teenagers thought they had used the tool successfully. Their video feeds did not change even though they expected them to refresh.

Reports state that thousands of users took part in this placebo group. They were selected specifically to see how the non-functional feature affected their behavior. Staff inside TikTok claimed these tests examined time spent in the app and sales data.

A separate experiment withheld safety updates from about fifteen million American users. This group represented roughly ten percent of the total user base in that country. The lack of protection meant some viewers continued to see harmful content without a filter.

One sixteen-year-old from New York was part of this larger group before her death by suicide in 2022. She had recently seen content about self-harm according to family reports. Senators later questioned the company regarding this safety failure and the testing process involved.

An employee raised concerns during internal discussions about these experiments with a product manager. He wrote that the placebo group completely conflicted with rules on algorithm transparency. The Digital Well Being team member felt the deception went against the purpose of the tool.

A representative for TikTok told Reuters that the company regularly tests new products and features. They say their platform includes ongoing improvements to understand how things work in the real world. However, some accounts differ on whether the company responded immediately or later to news requests.

New York Attorney General Letitia James originally filed the lawsuit at the end of August 2024. The complaint alleges the company lied about safety and made tools non-functional for testing purposes. Recent filings unsealed by a judge brought these details to public attention again.

Several other states have joined the original suit filed with fourteen allies in late 2024. Over twenty-four jurisdictions now accuse TikTok of designing an addictive experience for children. The company denies giving a false picture of how Algo Refresh works in court.

One state previously agreed to settle its case for up to three hundred million dollars. Alabama became the first jurisdiction to plan a trial before reaching this payment agreement. These financial penalties add pressure as more evidence comes to light regarding user safety.
